  • Regulatory Agencies for the Municipal Securities Market

    Municipal Securities Rulemaking Board

    A self-regulatory organization responsible for regulating broker-dealers, banks and municipal advisors in the municipal securities market. EMMA is brought to you by the MSRB.

    Securities and Exchange Commission

    An independent federal agency that is the principal regulator of the securities market. The SEC has oversight authority over the federal securities self-regulatory organizations, including the MSRB, and has the authority to enforce MSRB rules with respect to all broker-dealers, banks and municipal advisors.

    Financial Industry Regulatory Authority

    A self-regulatory organization responsible for regulating broker-dealers in markets other than the municipal securities market. FINRA enforces MSRB rules with respect to broker-dealers.

    Office of the Comptroller of the Currency, U.S. Department of the Treasury

    The office of the U.S. Department of the Treasury that charters, regulates and supervises all national banks. The OCC enforces MSRB rules with respect to national banks.

    Board of Governors of the Federal Reserve

    The central bank of the United States that also regulates banking institutions that are members of the Federal Reserve System. The Federal Reserve enforces MSRB rules with respect to its member state banks.

    Federal Deposit Insurance Corporation

    An independent federal agency that insures bank and thrift institution deposits. The FDIC enforces MSRB rules with respect to state banks that are not members of the Federal Reserve System.

    Internal Revenue Service, U.S. Department of the Treasury

    The service of the U.S. Department of the Treasury that administers the Internal Revenue Code, including the rules and regulations that must be complied with by issuers of municipal securities in order to qualify bonds, 529 savings plans and ABLE programs for federal tax-advantaged treatment.
